A small experiment: cars cruise down a highway at 80 km/h until they reach a single speed bump. Each one eases off early, brakes down to a crawl, then accelerates gently away. The bump can only pass so many cars per minute, so when traffic arrives faster than that, a jam forms behind it and creeps backward up the road.
